For getting maximum download rates, you must make sure that the upload rate is not too high that it chokes the download nor it should be too low as that may limit the communication with other clients for getting packets.
It depends upon how many peers are connected.. If you are downloading from less that 10 peers, you can set the upload rate to some 10 kBps..
If you are downloading from more number of peers, increase the upload rate further. Try starting from like 6 kBps and keep changing by steps of 4 kBps.
Go on increasing the upload rate as long as you get an increase in the download rates.. You must wait atleast a minute or two after changing the upload rate to see an increase in download rate. You can stop at the point where there is no further increase in the upload rate.
If you want to fix it to some value, I recommend 16 kBps for upload on a 512 kbps DSL connection.
