Please confirm if the hotfix KB950065 is installed on the machines. If not, request the hotfix from the following KB article and install it to fix the issue:

The Internet Explorer Maintenance Group Policy settings for the Content Advisor do not work on client computers that have Internet Explorer 7 installed
