Almost all OS supports Ruby and it is distributed free of cost in *nix OS than non unix OS like Windows . For Windows you can have to download it from the Ruby's homepage and you cant exploit the sheer power of Ruby under Windows as they(Windows) use different system calls in the OS Kernel or core..
