I have noticed some websites show the news or articles section in the following fashion:

http://www.domainname.com/765/ or http://www.domainname.com/764/

instead of

http://www.domainname.com/index.php?id=765

how is this done?

Read about mod_rewrite. mod_rewrite is a tool that you can use with the Apache web server to rewrite your urls.
