Formatting Eten m700

hello,

I would like to ask if somebody knows, how can I format my Eten m700 Windows mobile device, because I am not pleased with his performance, it should work better. so I thought I want to format, to start with a clean system.
the hard reset (pressing the reset and power button) doesn't help anything.
